William E. Chiles
Chairman
Bill was formerly CEO of Bristow Group Inc., a leading provider of helicopter services to the worldwide offshore energy industry. During his 10-year tenure at Bristow Group, Bill transformed the company into one of the most successful helicopter transport companies, articulating a clear vision that led to Bristow’s safety performance, growth, and financial performance. He was credited with successfully bringing together two companies to form the Group: Bristow Helicopters, based in the UK, and Offshore Logistics, based in the U.S. Through his strategic leadership, he fostered a collaborative customer and safety focused culture.
Before joining Bristow Group in 2004, Mr. Chiles spent 32 years in the offshore oil and gas drilling industry founding several companies, notably Chiles Offshore I & II.

Tim Rolfe
Chief Executive Officer
Tim has had an exceptional 30-year career at Bristow Helicopters as a professional helicopter pilot in offshore, SAR, military support and VIP operations; and has extensive experience across the key disciplines of large helicopter operations, pilot training and safety management systems. He rose to Director Safety (EAMEA) and Global Safety Assurance and was a Board Member for six Bristow companies.
Tim was a core founder member of HeliOffshore in 2014, co-led HeliOffshore’s operational effectiveness workstream and was commended for his ‘Outstanding Contribution to Offshore Helicopter Safety’ at HeliOffshore’s conference in 2018.
As Chief Executive Officer, Tim now leads HeliOffshore’s mission, strategy and delivery to ensure no lives are lost in offshore aviation.

Christopher S. Bradshaw
President & Chief Executive Officer, Bristow Group
Chris now heads up Bristow Group as President and CEO, and serves as a member of the Company’s Board of Directors. Prior to to this current role, Chris served as Era’s President and Chief Executive Officer between November 2014 and June 2020, and Chief Financial Officer from October 2012 to September 2015. Prior to joining Era, Mr. Bradshaw spent 13 years in the financial services industry, most recently as a managing partner and Chief Financial Officer of U.S. Capital Advisors LLC, an independent financial advisory firm. Prior to co-founding U.S. Capital Advisors in 2009, Chris was an investment banker at UBS Investment Bank, Morgan Stanley & Co. and PaineWebber Incorporated.

Tom Burke
Chief Executive Officer, CHC Helicopter
Tom Burke was appointed Chief Executive Officer in February 2024. He is a growth specialist with over three decades of experience in the oil and gas industry. Prior to CHC, he served as President and Chief Executive Officer at Valaris, the world’s largest offshore drilling contractor.
Tom has a Bachelor’s degree in Mechanical Engineering from Heriot-Watt University, a Master of Business Administration from Harvard Business School and a Doctorate in Engineering Science (Robotics) from the University of Oxford.

Scott McCarty
Chairman and CEO, PHI Group, Inc.
Mr. McCarty has been the Chairman and CEO of PHI Group, Inc. since 2019 and is also a Partner at Q Investments.
He joined Q Investments in 2002 and manages the private equity and distressed investment groups. Before joining Q Investments, Mr. McCarty was a captain in the United States Army. Mr. McCarty graduated with a Bachelor of Science degree from the United States Military Academy at West Point, where he was a Distinguished Cadet and recipient of the General Lee Donne Olvey Award, and earned a Masters of Business Administration from Harvard Business School.

General Tan Sri Muhammad Ismail bin Jamaluddin
Senior Advisor, Weststar Aviation Group
Gen. Ismail was appointed as the CEO of Weststar Aviation Services Sdn Bhd (WASSB) in July 2011. Before becoming the CEO, he was appointed by the GMD as a consultant in WASSB.General Ismail was first commissioned into the Malaysian Armed Forces (Royal Malay Regiment) in 1970 as a 2nd Lieutenant and retired in September 2010 as a 4 Star General (Chief of Army) having served 40 years.

Jeremy Akel
Group CEO, OMNI Helicopters International
Jeremy’s 20 year aviation career is defined by the implementation of effective transformative strategies for organizations. As Executive Vice President, Commercial, at Milestone Aviation, Jeremy was responsible for setting and executing enterprise growth strategy. As the COO at Bristow Group, he championed operations transformation that achieved step changes in operational performance. Prior to Bristow, Jeremy worked as a Management Consultant in the airline industry assisting clients design post 9/11 competitive business models.
Jeremy’s roots are in aviation safety where he started his career at the US National Transportation Safety Board.

Hank Williams
Chief Operating Officer, Cougar Helicopters
Hank Williams started his career in the transportation industry in 1992 and joined Cougar Helicopters in 1996.
Hired first as a Passenger Movements Coordinator, he advanced throughout the organization and was appointed General Manager in 2010 and Chief Operating Officer in 2016. A hands-on manager and leader, he holds responsibility for all of Cougar’s offshore oil and gas and search and rescue operations globally.
Hank has completed the Helicopter Association International’s Helicopter Operator Management Course and is a Director of the Newfoundland & Labrador Oil & Gas Industries Association (NOIA).

Gretchen Haskins
Board Director
Gretchen served as HeliOffshore’s CEO between 2014 and 2020. Now a Board Director of HeliOffshore, Gretchen is an aviation industry leader in safety performance improvement and an internationally-recognised expert in human factors.
She has served on the board of the UK Civil Aviation Authority as Group Director of Safety, guiding aviation safety in the UK (including airlines, aerodromes, air traffic, airworthiness and personnel). Gretchen was previously Group Director of Safety at NATS where she championed activities to support frontline operational safety. Gretchen also worked in nuclear certification and safety of intercontinental ballistic missiles, joint airworthiness trials for military aircraft, defence system design—and as an expert advisor to NATO on human performance and safety critical systems. She has a strong aviation background, and has flown jet and piston aircraft in the U.S. Air Force.

Gill Furlong
Company Secretary and Membership Director
Gill is HeliOffshore’s Company Secretary & Membership Director. In this role she engages with HeliOffshore members to help maximise their membership and to support their collaboration within the HeliOffshore community. Gill also provides governance and administrative support to the HeliOffshore Board, organisation and team.
Previously Gill held several senior roles in information technology and governance within Essex County Council, including defining and delivering IT and information governance strategies as well as guiding large scale organisational IT programmes and projects. She has extensive experience of complex technical and collaborative projects that involve encouraging and enabling multiple stakeholder groups to deliver shared priorities.

Dr Matthew Greaves
Safety Intelligence Programme Director
Matthew joined HeliOffshore in January 2018 to oversee all aspects of the HeliOffshore Safety Intelligence Programme (HSIP).
Before joining HeliOffshore he was the Head of the Safety and Accident Investigation Centre at the UK’s Cranfield University where he helped teach accident investigation and FDM. He has also provided support and research following high profile rotary and fixed-wing accidents. Prior to joining Cranfield he was a senior scientist at the science and technology organisation QinetiQ.
He is a Fellow of the International Society of Air Safety Investigators and a Fellow of the Royal Aeronautical Society.

Jim Evans
Operations Director
Jim joined HeliOffshore in July 2022. He is responsible for devising and delivering actions to support improvements in frontline safety performance.
Jim has extensive experience from his 20-year career as a rotary pilot. He served as an Army Officer for 10 years, most of this time as a helicopter pilot with the British Army Air Corps, and then spent eight years as a pilot supporting the offshore industry. Jim held the role of Offshore Helicopter Captain at Bristow Group before joining Babcock International as a pilot and Flight Safety Officer, where he was responsible for flight safety at one of the operator’s Southern North Sea bases.
Most recently, Jim has held the positions of Helicopter Captain and Operations Officer for a range of VVIP helicopter services, including four years as a pilot for The Queen’s Helicopter Flight.

Scott Allan
Technical Director
Scott joined HeliOffshore in August 2022 as its new Technical Director. He is responsible for devising and delivering a multi-year strategy to support improvements in frontline safety performance in maintenance and ground operations.
Scott has operated at every level of engineering and safety during his 20-year career in aviation, from an unlicenced mechanic on the hanger floor to a direct report to senior leadership teams. Scott’s previous experience includes working as Head of Engineering and Technical Expertise at Babcock Aviation, as well as roles at Vector Aerospace and CHC Helicopter. He commenced his career with the Royal Air Force as an airframe and propulsion engineer.

Steve Hazlehurst
Senior Workstream & Technical Manager
Steve joined HeliOffshore in September 2020 as Workstream & HeliOffshore Safety Intelligence Programme (HSIP) Manager. He works alongside Dr Matthew Greaves with the operation of the Safety Programme, liaising with HeliOffshore Members around the world to help ensure workstream deliverables are met to enhance safety performance across the industry.
He holds a Bachelor of Engineering in Aerospace Engineering from the University of Sheffield, where he specialised in Aeromechanics and modelling analytics.

Olanrewaju Shobowale
HSIP technical Assistant
Olanrewaju holds a MSc in Artificial Intelligence and Data Science from the University of Hull, as well as a Bachelor's degree in Mechanical Engineering.
Olanrewaju joined the HeliOffshore team in September 2024. He supports Dr. Matthew Greaves and Steve Hazlehurst with the execution of HeliOffshore's HSIP Programme, which measures the current state of daily safety performance in a number of areas to inform our priorities and workstream activities.

Fraser Schurer-Lewis
Communications Director
Fraser is HeliOffshore’s Communications Director.
Fraser has over eight years’ experience in strategic communications, creative marketing and public affairs. He is a Director at Strategic Communications agency Williams Nicolson.
He has managed multi-market campaigns for blue chip corporates, high-growth businesses, and international trade associations.
Fraser was awarded the PRCA’s Rising Star of the Year Award at the PRCA City and Financial Awards 2020.

Joe Gross
North America Representative
Joe is the Founder of Joe Gross LLC, an aviation consultancy service. He has extensive safety management and industry experience, working for Shell Aircraft, BG Group and BHP Billiton Petroleum.
While at BG Group, Joe authored the BG Aviation Standards, which defined contractor management and formalized business expectations. After Royal Dutch Shell acquired BG Group, Joe led the successful transition of global BG business units to comply with Shell Aircraft Standards.
Joe has long advocated for industry-wide collaboration and is an active member of HeliOffshore’s Wind Farm Workgroup, the Helicopter Safety Advisory Conference (HSAC) and the IOGP Aviation Safety Committee.
As our North American Representative, Joe supports our members in North America, Canada and Mexico.

Shailon Ian
South and Central America Representative
Shailon is the President of Vinci Aeroenautica, a leading aircraft inspection company in Latin America and CEO of Mandacaru Technologia.
Shailon is an aeroneturcal engineer with over 20 years of experience in aviation. He is a former Air Force Official who has worked for the Brazilian Civil Aviation Authority and various operations in the region.
Shailon is an experienced leader in both the fixed and rotor wing industries, with expertise on maintenance management, operations and regulatory compliance.
Shailon provides support to our regional members in South and Central America.

Neil Seabrook
Asia Pacific Representative
Neil is the Director of Seabrook Aviation Services, an aviation consultancy.
Neil is an experienced leader in both engineering and flight operation disciples with over 40 years of experience in managerial and operational environments.
Before founding Seabrook Aviation Services in March 2023, Neil was the Chief Executive Officer of Global Vectra Helicorp Ltd. Prior to this, he spent 30 years at Bristow Group, rising from Chief Engineer to Global Maintenance and Fleet Technical Manager, Deputy CTO.
Neil began his career with ten years of service in the British Armed Forces.
As our Asia Pacific Representative, Neil supports members from Australia, India, Malaysia and New Zealand.

Madeleine McCubbine
Communications Analyst
Madeleine supports Fraser Schurer-Lewis with the development and execution of HeliOffshore’s communciation strategy.
Madeleine graduated from Durham University where she read history. Her dissertation research and analysis proved a deep understanding of the power of well-crafted communication.

Sarah Porter
Executive Assistant to Tim Rolfe
Sarah joined HeliOffshore in April 2023 to support Tim Rolfe as his Executive Assistant, as well as to support the wider team. With a strong background in business operations and executive support, Sarah brings a diverse skill set.
Prior to joining HeliOffshore, Sarah held positions as Operations Manager, Executive Assistant, and People Manager. In addition to her responsibilities at HeliOffshore, Sarah runs her own business support company, where she offers a variety of administrative and management services.
